"Islamic Republic, and That is That''

Editorial

Shortly after the victory of the Islamic Rovolution and at the threshold of the
referendum on "Islamic Republic'', political parties, groups and organizations
suggested some other names such as Islamic Government, Islamic National Republic,
Democratic Islamic Republic and People's Republic. But no one of these names was
approved by the leader or by people who voted for "Islamic Republic, and that is that''.

After the establishment of the Islamic Republic, different views were affered
concerning the conception of Islamic system, but the only view which can be relied on
is that of Imam Khomeini which is included in the Constitution. In spite of the variety
of analyses and explanations of Imam Khomeini's thoughts and the principles of the
Constitution, there have been fixed and well - grounded rules and principles about
which no one can argue.

 

The Grand Leader's Speech during a Visit of the Members of the Assembly of
Experts (18, 12, 1384 A.H.)

Pointing to the psychological warfare launched by the enemies of the Islamic
Republic concerning nuclear energy, the Grand Leader, Ayatollah Khamenei declared
during the visit of the members of the Assembly of Experts that the enemies' negative
attitude is due to the fact that they cannot stand seeing the magnificent achievements
made in Iran in the field of technology, and to their fear of the prevalence of Imam

Khomeini's thoughts and the ideology of the Islamic Republic in the Islamic world. He
underlined the significance of strengthening the unity of people and considered it as
the most effective way of encountering the devices hatched by the enemies. He urged
that the strong local structure be well-fortified adding that this aim cannot be achieved
without preseving people's unity and cooperation in order to safeguard the Islamic
identity of the government, the principles of theConstitution and the various aspects
of the edifice of the Islamic Republicansystem.

Also, the Grand Leader described the Assembly of Experts as an accurate manifestation
of religious democracy and ascribed the negative attitude of western propaganda towards the
Assembly of Experts to the significant status and key role of the Assembly.

 

People's Rights and Choices in conformity with Islamic Criteria

(an interview with Ayatollah Mahammad Mu'min)

The focal point of the interview is explaining the term "religious democracy'' and
the domain of people's choices and rights in this political government.

Ayatollah Mu'min, who has been a member of the Guardian Council and also a
member of the Council for Revision of the Constitution, presents the jurisprudential
and legal viewpoint on this issue with reference to the Constitution.

According to Ayatollah Mu'min, people have the right to play an active role in
conformity with religious precepts and injunctions. Ayatollah Mu'mins bases his idea
on the fact that the people enjoy a real sense of committment to religion. He declares
that people will constantly abide by the Divine rights.

 

The Islamic Republic and the Intimate Relations between the Government and
People

(an interview with Ayatollah Ahmadi Madadi)

As described by the great Imam Khomeini, the Islamic Republic came to replace
the Shah regime. The new political system of the Islamic Republic, which was approved
by the affirmative vote of a majority of 98.2% of eligible voters, is made up of two main
elements; namely republicanism as its form and Islamism as its content.

One of the doubts which has been raised since the early days of the establishment
of the Islamic Republic is: How is it possible to have religious guardianship (Wilayat-e -
faqih) which is the symbol of Islamism along with the authority of the people which is
represented in republicanism?

Replies were given to this question on different occasions by various eminent

figures such as Mutahhari, Beheshti and other politicians and jurists. This issue,
however, needs to be reviewed in a new manner in order to point out the principles of
the newly-established Islami Republic and how both religious authority and people's
rights are consistently matched. This interview is intended to cast light on this topic.

 

National Unity and Solidarity Vis-a-Vis the Great Middle-East Project

(a speech given by Ayatollah Rafsanjani)

After the socio-political commission of the Assembly of Experts submitted a
suggestion to the board of the Assembly in its 15th session to discuss the American
Great Middle-East project, Ayatollah Hashimi Rafsanjani, the deputy chairman of the
Assembly, was invited to give a speech on this topic.

Ayatollah Rafsanjani reviewed in his speech the history of the devices which have
been hatched since the period which followed the decline of the former Soviet Union
and declared that many decisions were taken by the Islamic Republic vis-a-vis the
aforementioned project. Ayatollah Rafsanjani elaborated on the nature of this project
and the Americans' objectives in proposing it. In the second part of his speech, he
stressed the great need for national unity and solidarity which he considered as the
most important responsibility of people and statesmen, Stressing that religious scholars
and experts can play a key role in this regard. Furthermore, he urged the statesmen to
fully observe the requirements of reaching a national solidarity.

 

Republicanism and Islamism in the View of Imam Khomeini and the Constitution

Delivering a rebuttal to the assumption that republicanism contradicts Islamism, the author
discusses the idea of the correlation between republicanism and Islamism according to Imam
Khomeini's perspective and the principles of the Constitution. He mentions the basic elements
of Imam Khomeini's view concerning republicanism and Islamism and how these two are
observed by the Constitution, and considers that republicanism which represents the form and
Islamism which represents the content have to be fitted in their appropriate positions.

The idea of correlation in this type of government is used in the sense that if some kind
of discordance between republicanism and the Islamic identity of government is noticed,
priority is to be given to Islamism. The author observes that republicanism with its original
idea - i.e. reliance on people's view in administration - is the best model of setting up an
Islamic government, and so both republicanism and Islamic are compatible in pratice.

Republicanism and Islamism in the Constitution of the Islamic Republic of Iran

The present article regards participation, competition, precedence of the majority
vote over the minority, supervision and having control over authority and holding
responsibility as "the fundamental principles of republicanism'', to which the
Constitution of the Islamic Republic of Iran has given special attention. Also, it
considers abiding by Divine law both in as far as creation and legislation are
concerned, necessity of consistency of laws and regulations with Islamic criteria,
application of justice and equality, guardianship and management of the affairs of
nation and necessity of the statemen's possession of noble moral attributes and
scientific qualifications as "the fundamental principles of Islamism'', which form the
main principles of the Constitution.

The author maintains that a logical relationship between republicanism and Islamism
characterizes the Constitution which successfully matches up the two stated concepts.

 

Refelction of Political Thought

The Belief in the Re-appearance of Imam Mahdi and Democracy

The present article, which carries the title "The Belief in the Re-appearance of
Imam Mahdi and Democracy'', seeks to elaborate and comment on the views which consider
these two things inconsistent. Their consistency or inconsistency, however, requires a certain
kind of research. This discussion is mainly focused on the relation between them from an
outward view and from a cultural, civilized and historical perspective.

The author sees that Dr. Abdul Karim Sorush who, at the outset, describes these two
things as inconsistent when perceived from outside and from a civilized and historical point
of view, takes an inward position later in his discussion making his own judgements on this
issue which are proved to be either incorrect or illogical in many aspects.

 

Another View on Repulicanism in the Political Thought of Imam Khomeini

`Abd al-Wahh°ab Forati

A variety of Islamic groups who have tendency towards modernity introduce
different explanations of the links between Islam and democracy. Their special
attention to this issue made the theories of religious government enter a new stage of
general challenge to tradition and modernity.

In Iran, especially after the Islamic Revolution, this challenge has changed into a

large-scale intellectual and political debate between the various groups including those
who have modern tendency and the traditionalists. Their debate is centred on the interaction
between Islam and democracy in the light of Imam Khomeini's political thought.

In fact, reviving the traditions of the past and blowing the spirit and themes of the
past into a new design - which is represented in Imam Khomeini's basic political
thought -is considered the first step of the extensive debate in Iran today.

Imam Khomeini's thought is of a fully popular identity, and in order to explain this
identity, we do not need to explore the meaning of such words like republic and democracy.
The reason is that Imam used such concepts in meanings which differ from those of others.

 

Political Efficiency in the View of Aqa Noorullah Isfahani

(with special emphasis on Risalat Moqim wa Musafir)

Political efficiency is one of the important issues in the field of political thought.
Shedding light on the various aspects of political efficiency, the author addresses this
issue in the light of a treatise named "Risalat Moqim Wa Musafir'' which presents the
views of its author, Haj Aqa Noorullah Isfahani, who is one of the religious scholars at
the time of the Constitutional Movement.

In the view of Isfahani an efficient government should observe such things like education,
social and political freedom,dominance of Islamic law, justice and equality, security and welfare,
and independence and self-sufficiency and considers them as its objectives.

Divine legitimacy, taking care of Islamic tenets, observing public interests, and
tendency to serve constitute the principles which characterize an efficient Islamic
government. The establishment of such a government requires such things like
supervision, overall control, committed and specialized working force, national
participation and cooperation, appropriate rules and regulations, satisfactory
governing and adminstration and wining people's confidence.

Assembly of Experts and the Council for Revision the Constitution'' is the title of the
project which, thanks to the hard efforts of a number of researchers, is one of the
achievements of the Research Centre for the Islamic Government going through its final
stage of completion.

This project is of special importance because it contributes to removing the doubts
and false ideas regarding the establishment of these two legal institutions and their
functions. It also provides those who are interested and researchers with an accurate
picture of the circumstances including the time and places of the foundation of these
institutions and of their members and the kind of activities they are concerned with.

Unfortunatehy, some of the members of these two institutions have passed away
and some do not seem inclined to be interviewed. Therefore, we have interviewed only
the members who expressed their consent and so a meeting or some meetings were
held for this purpose. As soon as this project is finished, it will be at the disposal of
those who are interested in this subject.

This issue of the journal presents an interview with Mr. Muhammd Rashidian, the
presentative of Khozistan in the Assembly of Experts. The aim is to give a general idea
about the aforementioned project.

 

An Index of the Articles on Islamic Poltical Thought and Jurisprudence, Winter
1384 A.H.

The bibliographical study of the articles on Islamic political thought and fiqh
(jurisprudence) in this issue of the journal is an outcome of an inquiry into the puplications -
other than the Islamic Government - which issued in the winter of 1384 A.H.

The articles are arranged in sections each of which deals with one of the subjects
that follow:

political philosophy, general political thought, political fiqh (jurisprudence), politics
and government at the time of Imam's presence, politics and government at the time
the occultation of Imam, constitutional law and politicians and statesmen.

This issue of the journal introduces the readers to 565 titles of the topics on Islamic
political thought and fiqh (jurisprudence).
